They did the research, yes. But that doesn't mean viruses exist. There is a contamination effect with influenza , but that's not really the point. You only need to generate paperwork and computer generated models for the industry to create a pandemic, not an actual pathogen.
Their research is purely ritualistic, they are going through the motions as to appear things are happening, only to cause actual things to take place in the form of the vaccine.
