FOR'TUNE, noun [Latin fortuna] - "chance; accident; luck"
CHANCE, noun - "effect of an unknown cause"

ONE (1) represents the effect (choice) of known (perceivable) cause (balance)...no chance, only choice. However much is given away, there will always be ONE (1) left...oneself. 99 represents the sleight of hand for the implied 1.

Furthermore; PER (by) CENT (a hundred) tempts ONE (1) to ignore that zero (0) doesn't exist, hence 100 implying 1.
