At any rate, this statement is a bit off, the obvious plan is to demilitarize all western nato countries. It is not tightly related to the political/economic/industrial base collapse that is also happening in the west. They may seem the same but they are just different parts of the same plan unfolding.
The end result is that UN is used with WHO to take the remaining portions of the two outside groups to completion. (swoop in to rescue country in mid collapse)
We have seen this pattern executed in various ways in the past 80 years. Surprised you all can avoid it.
Remember, we divide society first into three parts: 33%,34%,33%
The outer groups are eroded while retaining support for the inner group.
33% don't give a shit, 33% know what is happening and are trying to react, 34% want the blood of the other 66%.
