Isn't FEMA supposed to actively doing all that evacuation, cleaning, deactivation and all that emergency stuff immidiately, since first seconds, in case of that kind of catastrophic events in US?
As I understand there are still no FEMA forces (that officially exists exactly for that kind of events) on site for some unclear reason, I didn't get from official explanations.
