Enemy uses tech, but tech could be created only by people who have critical and engineering thinking. That means that this people barely could really be mindcontrolled. And if they would forcefully, they will lose the ability to create tech.
So, there will be a mandatory group of people who are not under mind control and vitally necessary for enemy. Even just to support existing tech.
Part of them certainly will be glad to serve enemy for cookies. You know, that humans. But there still will be another part, that will not be happy with such state of affairs.
I think that part of tech people is a backdoor to the whole enemy system.
