Causing massive earthquakes on a tectonic fault line doesn't really require HAARP (although massive energetic bursts can cause the earth's crust crystal structure to release energy, which is almost always observed with large solar outburst related earthquqakes).
Much easier method is the small tactical nuke (or other high yield explosive) drilled to sufficient depth, in the fault line with known built-up pressure.
I'm not saying that was done, but it is possible and has been scenarioed earlier in the literature.
It also leaves very little trace, unless the people who have the best / most accurate / closest seismic data do NOT work for USGS and other 5-eyes countries.
Turkey should have their own high quality seismic observatories. The seismic data from that should settle this question (at least for experts).
I read today in some clickbait article that Erdogan shocked the international community by comparing the earthquake to a nuke detonation (actually more like used both in the same sentence). they definitely are looking into it, but admitting such a thing is tantamount with going to war
