Not that I like this dope, but a "balance of power" was how the world operated semi-successfully during Europe's age of sail and expansion. It's just an old idea coming around again, because they have been able to mostly erode the USA's superpower status.
"Balance of Power" is basically world history from the rise of European nation states after the Treaty of Westphalia ended the idea of a united Christendom, until the fall of the Soviet Union, when there was just the USA. Usually it worked, sometimes it failed tragically like in WWI. Regardless of what your feeling are, it's the normal state of affairs.
