You should read Frederick Douglass' impression of Baltimore. It was quite a different place before it was spoiled, which partly took place under the reign of Nancy Pelosi's father.
Not as much as you would think. Most places would do much better without the absolutely horrific leadership.

There's things that could be done to alleviate the situation, that the government would never do.
They need their slaves in their slave quarters.
