Are they testing how far they can go? Or are they prepping for new hoax pandemics next year or years later? New injections?

This is not a pat answer, but what you should incorporate in to your analysis is that China has a Deep State just like the US and everywhere else. It is not monolithic and works through infiltration and subversion.
China was supposed to take over from the US as lead of the NWO, but Xi and his faction have resisted and have lately gained the upper hand. Don't ask me how, but I believe the lockdowns are just a weapon used in this power struggle. I couldn't even tell you by which side or for what purpose.
