Benedict made certain to avoid renouncing the Munus (spiritual aspect ). He only resigned from the Ministerium (day to day practical Administration) because the people around him were undermining him and disobeying him. And the banks froze the ATMs (maybe with more threats?) until he resigned. So there was no point.
According to Canon Law 332.2 he must renounce the munus, and be free from external pressure in his decision. So his resignation is invalid. Bergoglio knows this, and rejects the title Vicar of Christ (maybe because he is a satanist).
He has said that he retains the Spiritual aspect and that there is only one Pope. He has never clarified who. He has some kind of lo- jack on his wrist, which is supposed to alert people if he is in trouble. Oddly, when he actually had a 'fall', it wasn't the Vatican who saved his life, but a call to the police.
The Apostolic See is impeded, means that the Pope cannot act as Pope for some reason, either external coercion, or there is no pope, or the pope refuses to act out of some irrational or rational conviction. This ‘being impeded’ causes a state of necessity, because the visible head of the visible Church is for all practical purposes non-functioning.
Bergoglio is just another Anti-Pope aka someone who claims to be pope but isn't. There have been many and it often takes years or decades to rectify.
