False.

Someone who knew they would get away with it would not experience caution, hope or hopelessness, desperation, or other emotions you mention.

When you can gain power or fortune by harming others, and there is no consequence, and your own conscious or lack thereof does not prevent the end from justifying the means, then you certainly do continue on in nefarious manner for power and wealth.
