I think it is. But it's besides the point. Tesla never said anything like that - that is the point.

As for mathematical descriptions of vortices - I am incredulous at the claim that they only contain the numbers/magnitudes 3, 6, and 9 (from tesla or anyone else).

Math worship is a scourge. Tesla felt strongly about that as well. Math is merely a symbolic language for description/communication. It is not magical, and secrets are not contained within numbers anymore than they are contained in letters (and for identical reasons).
