Whitmer refers to the governor of Michigan, and early in COVID her shutdowns of stores for anything but essentials prevented those stores from selling things that were not on the government list of approved items. Smaller stores that may only sell gardening things weren't permitted to open at all.
So you could be in the store, walk right up to those seeds, but selling them to you would have been illegal.
