It’s obvious why the government hasn’t released any names but I’m wondering why these girls don’t step up and name names?
Obviously that seems like a dangerous thing to do but I just assumed one might risk it to out those involved

The whole empire is based on blackmail. You bang this kid on camera and now I know you're loyal because you feel like i can end you.
Similarly, the kid you just banged will keep their mouth shut because they were part of a human sacrifice ritual earlier and killed someone on camera and so they are loyal because they feel like I can end them.
It's a process of slowly getting people in deeper and deeper until they're way over their head.
They have, but they have been denied to speak out. Some are most assuredly dead already.
