Many govt complexes in the western world are build with underground tunnels, even if just for mail and underground parking/underground ways to travel to avoid going outside.

Probably very little noise. Even a child would learn very quickly to be quiet, but more likely they'd just mentally and physically shut down from that kind of abuse. Drains and a hose for sanitation. No one living long enough to worry about food. I don't know. Gross to think about.

You guys know why the highways were originally built? It was so america could mobilize their defenses quicker in case of an invasion.

Think of the sanitation, feeding, watering, and noise that 100,000 kids in cages would make.
