Musk don't sell Starlink terminals in Crimea, since any trade with anything and anybody in Crimea is sanctioned for US businesses by US government after 2014. Along with that, Starlink terminal could not work without setting coordinates of installation point which have to be Crimean. So, Musk just can't provide terminals and connectivity service to Crimean residents without breaking US law.

So, the question about connectivity in Crimea should be addressed to Biden, not to Musk.

As far as I understand, sanctions work against trade, so theoretically Musk could publish schematics, firmware and instructions for building DIY Starlink terminals and do not charge anything for connectivity from such terminals, but I think he is too greedy to do it, because there will be no any sense for anybody to buy original terminals and then pay for service.

Even if you bring Starlink terminal to Crimea, you still have to set Crimean coordinates that is necessary for establishing a link. And if Musk will provide a service to that terminal, knowing it is in Crimea, he will break the US law.

Anyway, the DoD people write his SpaceX contracts.

Bureaucracy, you know. And as far as I know, for some time there are some elite species that don't like him, or at least have to not like him a lot. And of course, many want to steal his business at any occasion.

So, hardly Musk will do anything about Crimea before he get some solid and official exclusion from anti-Crimea sanctions.

Crimea is Russian. Musk doesn't have permission to activate starlink in Russian land.

There is no such thing as Orbiting Satellites. The closest thing to that are Satellites floating around on helium balloons. He may be trying to cover up that ground based starlink infrastructure was destroyed, and they are incapable of providing service it that area.
