Along with that, Starlink terminal could not work without setting coordinates of installation point which have to be Crimean. So, Musk just can't provide terminals and connectivity service to Crimean residents without breaking US law.
So, the question about connectivity in Crimea should be addressed to Biden, not to Musk.
As far as I understand, sanctions work against trade, so theoretically Musk could publish schematics, firmware and instructions for building DIY Starlink terminals and do not charge anything for connectivity from such terminals, but I think he is too greedy to do it, because there will be no any sense for anybody to buy original terminals and then pay for service.
Even if you bring Starlink terminal to Crimea, you still have to set Crimean coordinates that is necessary for establishing a link. And if Musk will provide a service to that terminal, knowing it is in Crimea, he will break the US law.
