So how does the US inclure debt by sending arms from existing stockpiles?

Did you not take the time to actually read the legislation I linked you to?

Additional appropriations are measured in dollars. The bills have dollar amounts attached to them. That means money towards weapons and other resources.

Would you like me to record myself reading the legislation for you? Perhaps audio narration of the actual monetary appropriations to the proxy war will satisfy your threshold for truth?
