Really, there are no any need for anything more than MQTT - also shitty designed, but relatively working, fully open, license-free and extremely simple protocol perfectly useable for absolutely any IoT device or controller.
That Matter shit is proprietary protocol with licensing fee for manufacturers. That's all. It does not solve any problems with current proprietary protocols, nor add more ability to surveil or any other shit that is not already in IoT crap. It is not some scary IoT 5G-like boogeyman, it is just an attempt to force IoT manufacturers to pay for nothing again.
