Everyone on the world stage is playing their part. Or they are removed.
Imagine this. You want a Charles Manson. So do you grab little Chucky and groom him, hoping he will have the drive and charisma necessary and not break his molding? Or do you create an environment where a Charles Manson would thrive and let him set himself apart. Let him do generally what you want because you influenced his group in the way you want him to think. And if he wanders there is no tie to you and he can be eliminated.
I think there is a point where these monsters think they know who their masters are. I doubt they really know what is at the top. I dont think any of us do. But its a spectrum of understanding all the way up.
I had a friend in a church group a number of years ago. He was caught cheating at a board game. He grinned. We were shocked. What the fuck dude? Your cheating at a church group game??

Look at the rules. "if you get caught moving your piece illegally you move back X spaces". See there is a rule. If not you would be kicked out of the game right?

You've never heard that rules were meant to be broken? It is interesting that there is a punishment for cheating in the game. I would never even consider cheating, but if i did, it would be a game with cheating specifically in the rules. Its a bit like a challenge, no?
