It's certainly very disturbing to look closely at it, but I don't think his neck is CGI. The video of Biden walking around the auto show definitely was, though:

While Pelley appears to stare at him, Biden never so much as glances or shifts his eyes Pelley's way, which is extremely unnatural.
Not one Secret Service agent is ever in sight at any time, even close enough that he might be one.
