Also you seem to forget that the Internet is now in the hands of the United Nations, NOT the USA.
ICANN only controls name spaces and numerical spaces across several different net platforms.
Don't actually control the web in its entirety.
Don't believe for a moment DARPA would give up control of what they have created.
DARPA does not operate like that.
