Dude it has happened before. Except it's a narrative today. It has flooded repeatedly, simply look it up.
This hasn't happened in history. The population today in Pakistan is 230 and something million. The population in 2000 was a 154 million.
What honestly went wrong. Not the flooding.
Do you understand what happened, it happens all the time. It happened in Germany last year. Look at its population doing the same. Worse in Pakistan that many. What do they do, and how do they build. Well, river side property is prime real estate. They recover the flood plains, it got drunk and dissipated in prolonged dry season, all those people drinking it and building property. Then when it rains the former flood plains had all those homes on. Look at that population.

Look at that population. Basic geography. No it doesn't have flood insurance. If it did, it wouldn't be building on the flood plains.
So if in the entire history of this Planet, Pakistani population reached on the millennium a staggering overblown 154 million. Then all of 20 years later in 2022 it has gained 230 million population. What the fuck went wrong? Not the weather. No. It floods in wet season, documented and recorded repeatedly. Never to the extent of it affecting 230 million population. Pakistan has never had that many people, in thousands and thousands and thousands of years of planetary history and civilization.
Yes it is exactly because they didn't insure them. They blame everybody else. Read it. Sponsor a flood victim. You too can adopt more of their population seeking refuge.
