Near the end of the ben ben videos he says he thinks its under the queens throne in parliament/Throne room and that's how they bring in synthetic souls. I have never seen that room until that video and it seems a little much to be a room for law making. The ceremony they have before she sits is also pretty symbolic.
The Stone of Destiny/Stone of Scone/Jacob's pillow is the Stone which gives the king or queen power. She may be illegitimate because the real Stone of Destiny was stolen.
