Dude, it is incompetent malice... a bunch of greedy, narcissistic sociopaths all trying to beat each other and have more. It is not an organized system, there are organized systems in it competing, but it is more like a mountain of corrupt and solipsistic villains all climbing over each other to reach the top or push each other down. If you cut off the head, there are plenty waiting for the opportunity to grab more power for themselves.
