First, let's establish the fact that the POTUS is a "dummy" office. No POTUS is there for anyone to love or hate.
Since 9 March 1933, ALL US Offices, Officials, and departments are now operating within a defacto status in name only under the Emergency War Powers.
Under the Emergency Banking Act, 9 March 1933, 48 Stat. 1, Public Law 89-719, the US Federal Government has been dissolved.
Public Law 94-564, page 8, Section H.R. 13955 transferred the Office of the Secretary of Treasury to that of the GOVERNOR of the IMF.
Read that again for clarity.
Who are the trustees to the IMF? Congress.
The POTUS welds no power. That real power rests with the IMF.
For further clarity I refer one to The Bankruptcy of The United States, Congressional Record, March 17, 1993, Vol. 33, page H-1303.
I contend that you are mostly right. There are stipulations from what I read in there that the president still has discretion, and can authorize different people to have power, but has since then left it mostly outside of his purview.
