We rarely see excellent so that could be a few things

The options are neutral / terrible
The reporting of outcomes is biased
Terrible is the goal and we only "see" the ones that succeed
My position is the government is not working for the population but against it. So many things reported as terrible are, in fact, success for those attempting them.
