Was the flooding of New Orleans intentional?

Just a shower thought I had, never bothered to look into this. Anyone have info, thoughts? Seems like a wonderful opportunity to clear the town and invest in development, and funnel relief funds to handpicked contractors.

It was Werner Herzog and Nicolas Cage so they could make "Bad Lieutenant: Port of Call New Orleans"
