Jobs are set up with a scoring system for "KSAs" Knowledge, Skills, and Abilities. There are points allotted to how you match the job filling out your application compared to what they want. You try to tailor your resume of course. Thing is, most jobs are really niche in their KSAs. Nobody is going to have the exact match. The reasons are two-fold. The first is that sometimes because some retired military officer, who just converted the position to civilian, and who just did it, is of course, the perfect fit. I've seen that at least 4-5 times.
The other reason, is they know who they want to slot in to the job, so they create the job posting to match he person, so their system says that said person is the most qualified.
But having worked with HR for a mid-sized organization, some 2,300 full and part time employees, there is NOT a dearth of qualified applicants. There is a shortage of applicants that you don't have to train. There are no training programs these days, and with zero loyalty to the company, why do you want to invest in training someone when they jump ship after two years? So the organization always looked past people we KNEW could do the job, to find someone who didn't need training OR that we thought was going to stick around.
This (inception towards death) represents the automated system for those (life) perceiving it from within. If the living ignore to resist the ongoing process of dying; then others can suggest "progressivism"; hence outcome oriented systems mimicking automation.
