Nothing to do with that.

I'd look at his stance on War. But it could be anything. What was his policy on Taiwan?

He was out anyway. Why get him now, unless his party was against something. But then it could've been a grudge, a nutter. Although unlikely. Who knows. But it ain't Covid. He wasn't in power then.
