What do you mean in "both their competitors"? You have only 3 providers in Canada? How is that? Does Canada internet providing business so tightly licensed and supervised that only few large companies could do it? Or what's the problem to have a large number of small and medium providers with mutual piring, independent IXs and mutiple private abroad channels?
