Yeah, it is a matter of time.

They are probably working on "WHEN A, THEN B" fluid timetables, instead of really hardcoded tight time tables like "IT WILL HAPPEN ON DAY X".

Implication (if/then) over reason (want vs not want). Why? Because temporary living within the ongoing process of dying isn't "hardcoded" but represents in development.
