And why do you think that there are no laws or rules in that countries. They exist, but they are different from what you imagine for yourself. And the whole law system is different from what you think. Everywhere courts always put that laws above common sense, science, truth and other things. With all differences the kernel of all existing law systems are the same.
Also, there is interesting linguistic thing in the English language (and other western languages too). There is no literal transaltion for the term "справедливость" (in Russian, but there is words for similar concept in other non-western languages), that means something like "fair, honest and truthful resolution of some controversy among people". Dictionaries will propose "justice" as a translation, but that is completely wrong, term "справедливость" have nothing common with term "justice", courts, laws or juridical system at all. It is also not an "equity", "fairness", whatever. We have another, different word for "justice" - "правосудие", that is literal translation of term "justice", derived from Rome godness of law Justitia Augusta, some authority of law. West literally lacking one of the basic concepts of social life. There is no word in western languages for that concept, that is above and in no way connected with any justice, laws, courts and other authority stuff. Western understanding of right and good things tied to justice system, and there is just no western word for concept that is above that justice. "Справедливость" could be completely unjust, unlawful, unjuridical and still be the only right and fair resolution. IDK if I can find any understandable example to illustrate that concept, but imagine that Marvin Himeyer didn't kill himself in the end, but kill all that bastards who tried to take his land, all judges, state officials and police who pursue him instead of taking his side. And finally he is alive, good, wealthy landowner and everybody think he did right thing. And all that without any interference of justice system or any athorities at all.
So, it is a big question, if "the law" as something good and fair you talking about, ever existed on the West, since the concept of "справедливость" does not exist in western languages.
