Not necessary. Conspiracy is a perfectly valid theory to explain some strange things that happens. If you have a little data on subject, conspiracy can't be thrown out, since non of theories to explain stuff is significantly better. So, if you have only low quality video of strange phenomena, it is absolutely normal to see conspiracy theories around it. As soon, as better data will be available, some theories would be disproved, others will stay valid. If conspiracy will be disproven, then phemomena is out f scope of conspiracy theorists. If conspiracy will be proven, it is not a theory anymore, so that phenomena will be out of scope of conspiracy theorists too.

That is why a lot of low quality materials circulating in conspiracy theorists circles. Because they are essential material conspiracy theorists have to work with.

Let's say, bigfoot theory. All we have is low quality photos and videos. If eventually, bigfoot will be captured and studied, there will be a lot of high quality photos and videos. Biology will get yet another species to put into atlasses and study them. But there will be no any conspiracy theory anymore.
