Sodomites stole it first from God. It was the symbol of his promise to Noah that he'd never flood the earth again due to wickedness until the time came that the evils of mankind grew to the level of that in Noah's (or Lot's) day; then he'd flood it with fire and revoke the bow from the sky a year prior.
