Its pure craziness, I never though these old farts would ever be as crazy to manipulate peoples genetic structures in a last ditch effort to gain total control.
It's scenarios (I imagine) like this that many species throughout space and time have destroyed themselves. Perhaps we deserve it though, and perhaps it doesnt really matter about anything we do if a 80000 year winter is coming.
Even if they think everything is fine when they're born, it could be years before developmental disabilities show up.
