Nuking Mars you will not make its atmosphere 100 times larger, which is necessary for real terraforming. They don't care about terraforming, they care only about amount of CO2 molecules around.
If my theory have any sense, and NIR is vital for them, they will get 5 times more NIR on Mars than on Earth now. On Mars insolation on the top of atmosphere is twice lower than on Earth, so it is twice less NIR falling from Sun to Mars. But 10 times less CO2 on Mars means 5 times more NIR on Mars surface than they have on Earth.
PS: Escape of elites from greening Earth to Mars is not the worst outcome of current elite-humans war.
