Project Orion. A NASA mission to send an unmanned craft through the Van Allen radiation belts to test radiation effects on the craft, measure levels of radiation within the craft. Potential effects on a manned mission. If we went to the moon, traversing through the belts already, then why the Orion mission? Why study the belts now? Possibly because we have not sent manned missions through the belts to the moon, or anywhere else. The ISS is only 280 miles high in low earth orbit. Nowhere near the belts.

I am just sharing what the NASA engineer over the project stated. Which according to his presentation is that NASA has never navigated through the belts. Take it for what it's worth to you.
