Potential effects on a manned mission. If we went to the moon, traversing through the belts already, then why the Orion mission? Why study the belts now? Possibly because we have not sent manned missions through the belts to the moon, or anywhere else. The ISS is only 280 miles high in low earth orbit. Nowhere near the belts.
No, what you have is an astronaut being pedantic. Conan said he watched the moon landing, and Buzz said that there were no cameras recording the landing (or at least transmitting it live). That makes sense because they hadn't landed yet. Also, assuming the transmissions required directional antennas, they wouldn't be aimed while the vehicle was descending. Once they landed, they were able to use cameras and antennas mounted on the LEM to transmit the first moonwalk and stuff.

I am just sharing what the NASA engineer over the project stated. Which according to his presentation is that NASA has never navigated through the belts. Take it for what it's worth to you.
