They wouldn't, nor would any sensible person make a military base dependent on the correct functioning of the same organization that runs the DMV. That is to say, a false alarm by the state would not set off alerts at the base.
There is much more to the story but as I noted, no one is really interested. Anyway, researchers can go with something about XML and MP3 if they find whatever that means more persuasive.
