I believe that's because Trump is aware that Assange has been dead (or in some deep black site) since October 2016. No sense wasting precious political capital demanding the release of a deceased person. And even less sense announcing it as his reason for declining such request when very few possess the capacity to believe it.
So Assanges family; parents, wife and children, are simply playing along? They speak out adamently and have been able to visit him regularly. He recently married the mother of his 2 small children while in jail.
He sent a letter to Trump before Trump left office asking him to pardon Assange or at least not to prosecute him. He said Mexico would take Assange and protect him. Trump never responded.
Glenn Greenwald did a video on this. Trump was going to pardon Assange and Snowden until McConnel, Graham, and the rest of the deep state neocons threatened to support the impeachment proceedings which would have barred him from ever running for office again.
