Was one of training exercises to wait outside for an hour while children were being slaughtered?
I think this is less a conspiracy than a glaring example that this training is garbage.
Who provided the training and how much did it cost taxpayers? Do the parents have legal recourse if it can be shown that the lack of fast response by the police led to more deaths? Was the "shout if you need help" tactic part of the training?
Start small, if there's a bigger conspiracy, it will come out in the wash.
It's not uncommon to do these drills in schools. I remember doing them at least once a year up until highschool.
You lock your classroom doors, and remain quiet as someone comes around and jiggles the handles of the door. They test the intercom system etc.
It's pretty stupid and useless. In fact, it might backfire if there's a real situation and kids think it's just another drill.
Event 201, 9/11, every one of these shootings there's always dry runs and drills beforehand. The audacity of these people. They own the media and think they can steer the narrative. They're slipping, that's why they're trying desperately to cling to power.

These exercises always seem to exist at ground zero, but I have no idea how you end up finding them.
Considering this is normal, annual or semi-annual training, it would be more suspicious if they didn't have this training recently.
