Because they’re speaking French and he equates them to be from France, and also wrongly equating them to surrender monkies from their loss in WW2 when they’ve been in more land wars than any one else, the French foreign legion is still world renowned, and America wouldn’t have ever formed if not for supplies and help from the French, etc etc. But hey, it’s easier to insult the French for one loss than actually know history.
