A plain interpretation of the law as you quoted it would suggest "yes". But judges have arbitrary power to interpret the law as they see fit, as long as no higher court overturns them. So if enough judges agree that "medical misinformation" is not covered by the definition of "expression", then suddenly you can't say those things and Big Tech can keep right on censoring.
I am torn on this; if they are truly REAL privately-owned companies running the sites or sites ran by private individuals than the Govt shouldnt be getting involved and nor should we the people want them to.
If they are Govt projects like Fakebook or truly are platforms ran by/dominated by/funded by mainstream media then it is a different story and those sites should not be restricting free speech.

Facebook is really DARPA LifeLog, for one thing. The Snowden leaks revealed that Big Tech is really a Federal intelligence operation. Then we saw a non-government-aligned social media company get taken down because a Senator asked that it be taken down.
