We are going to find out with Elon Musk's investigation into spam/robot accounts on Twitter. Twitter says it is less than 5%. I suspect it is north of 50%, possibly much higher considering the number of followers major news organizations/celebrities get combined with their abysmal follower engagement. This does a lot of things to public perception, but at the end of the day, you are probably correct.
The thing is, you don't need that high of a % of the total active accounts to be bots. It could only be 10% of the active accounts are bots but represent 50% of the total posts.

I will guess its around 16.6-19% bots and spammers.
