It hasn't lost it yet. Odesa hasn't been taken. Mykolayiv hasn't been taken. Kherson oblast is under stronger counter offensives. Kharkiv hasn't been taken. Zaporizhia hasn't been taken. Dnipropetrovsk hasn't been taken.

If Russia takes that, it can declare victory. It hasn't. But too take it, it could see fighting until the Autumn, or next year, or who knows.

Of course by engaging in war, it is not in use. But Ukraine are being funded to regain it, and as there are no terms, also everywhere else.
