There are two belts, really. One weak, other stronger. At the speeds you travel through them you will not notice any harm at all. You have to spend months in inner one to get radiation dose significant enough to do real harm. Outer belt is even less dangerous. They are really nothing and all that crap about enormous danger of van Allen belts is just another shitty scare tale to enshure humans will stay on Earth.
