You're the one insisting there is a downward trend on a nearly flat line over 10 years. Disregarding that, you are correct in that a correlation indeed does not prove causation. It also does not disprove causation, and can suggest causation to the point where further research is warranted.
That doesn't explain the basically straight line in the 10s followed by a dip in 2020.
