I think it is possible, but needs a strong reason to get a refugee status. Snowden and Jurgen Graf as example.
However it is not necessary to have a refugee status to move to Russia. You could find few western persons on YouTube who moved in Russia and live here.
IDK if it is reasonable to change one NWO state to another, but it is possible.
