People like to find the borders of their containers. Upon discovery they'll march to the edge and pound upon them. Yet the borders exist for a reason. Agitprop will try to usher us towards them.
Yes, and the padlock doesn't appear often because we mods don't have to use it often because we generally have a moral populace. A constitution with reasonable mod locking privileges would be wholly inadequate to any other kind of people.

As a naive user I do not fully understand the symbol. If it means no comments are allowed, I think that's okay - people can state opinions but if the mods think these will incite wars, then allow the comment to stand, but prevent armed conflict.
I assume what this symbol action does is prevent trolls from starting running battle threads.
